What is a private hire car in Singapore?

Singapore regulates chauffeured transport as private hire, a category distinct from taxis. The vehicle is licensed for hire, the driver holds a vocational licence issued by the Land Transport Authority specifically for private hire work, and the journey must be booked rather than flagged down. Taxis hold a different vocational licence, may be hailed on the street and take passengers from ranks. Private hire cars may do neither.

Both categories are tightly regulated and both are reliable, which makes this an unusually honest market to write about. The practical difference is what happens around the edges of a journey: a booking made in advance carries a fixed price with no airport, peak or midnight surcharge, a named chauffeur assigned before you land, a vehicle class you selected, child seats fitted before arrival, and an hour of waiting that costs nothing when your flight is late.

Two airports, and a third across the strait.

Nothing in Singapore is far from anything else. Changi to the city is twenty to thirty minutes on a normal day, which is less than the walk between two terminals at some airports.

Airports covered by RYDES from Singapore, with approximate distance and typical door-to-door driving time to Marina Bay.
Airport Distance Typical drive, off-peak Typical drive, peak Terminals Best for

Senai is included because a meaningful number of travellers use it, not because we can drive you there. Cross-border road transport is a licensed category in its own right, and a Singapore private hire car is not permitted to carry you into Malaysia. The section further down explains what can be arranged instead.

Where your chauffeur actually meets you.

Changi is consistently rated among the best airports in the world and is genuinely easy to use. It has one layout quirk worth knowing before you land.

Terminal 4 is not connected.

Changi runs four terminals. Terminals 1, 2 and 3 form a connected complex with Jewel at its centre, linked by the Skytrain and by walkways, so moving between them is quick and pleasant. Terminal 4 is a separate building some distance south, reached only by shuttle bus.

For an arrival this rarely matters, because you leave from the terminal you land at. It matters a great deal for a departure, and it matters if you are connecting between Terminal 4 and any of the others, where the shuttle adds real time to a connection that looks trivial on a map. Give us the flight number and the terminal is settled without you thinking about it.

  • Kerbside, the free defaultYour chauffeur meets you at the arrivals pickup point for your terminal and walks you to the car.

Seletar and business aviation.

Seletar sits in the north of the island and handles most of Singapore's private and business aviation alongside a small number of turboprop services to Malaysia, which are the airport's only scheduled passenger flights.

For a private arrival, the tail number and the handling agent matter more than the airport name. Access arrangements at Seletar are managed carefully and a vehicle cannot simply arrive at a gate and expect to be admitted. Give us the details at booking and the operator arranges clearance in advance where the facility permits it.

Road pricing, and the system replacing it.

Singapore has charged drivers for road use since 1998, and is in the middle of replacing the machinery that does it. Neither the old system nor the new one reaches a passenger in a booked car.

Electronic Road Pricing charges vehicles for passing certain points at certain hours. Rates depend on the location, the direction of travel and the time of day, and the Land Transport Authority reviews them quarterly. There is no charge at all on Sundays or public holidays. On a metered journey the charges are added to your fare as they are incurred. On a fixed-price booking they are counted when the quote is produced and never appear again.

What is changing is how the charge is collected. The overhead gantries that have defined Singapore's roads for a quarter of a century are being retired in favour of a satellite-based system, with a small On-Board Unit in each vehicle determining position and charging accordingly. By early 2026 roughly ninety-three per cent of vehicles had been fitted, inactive gantries were being removed through the year, and blue road markings had begun appearing to signal charging zones where a gantry used to stand overhead. Full transition is scheduled for the start of 2027.

Singapore taxis are metered honestly and are not expensive, so the column above is not an argument that they are bad value. It is an account of where the numbers come from. The surcharges are the reason a taxi quoted at one figure arrives at another, and they cluster precisely around airport pickups, rush hour and the middle of the night.

How long it really takes.

The island measures about fifty kilometres end to end, so the ranges here are narrower than in any other city we publish. The exceptions are worth knowing.

The last row is not a joke. The street circuit takes a substantial part of the central business district out of use for over a week each year, and the closures build and lift in stages rather than all at once. If you are travelling in Singapore during the race period, book earlier than you otherwise would and take the operator's advice on timing.

Crossing into Malaysia.

This is the one thing we cannot do for you here, and it is better said clearly than discovered at a checkpoint.

Road transport between Singapore and Malaysia is a separately licensed activity. Only Singapore taxis, and Malaysian taxis holding an ASEAN Public Service Vehicle Permit, may carry passengers across the border. A Singapore private hire car is not permitted to do it, whatever price you were quoted and whoever quoted it to you.

Any operator offering to drive you from a Singapore address to Johor Bahru in a private hire car is either mistaken about the rules or ignoring them, and the consequences at the checkpoint fall on you as much as on them. We would rather lose the booking than put a passenger in that position.

What can be arranged is a transfer to either land checkpoint, at Woodlands or Tuas, where a licensed cross-border service takes over. For anyone travelling to Senai airport or into Johor for business, that is the practical route, and the operator can sequence both halves so the handover is not left to chance.

Causeway · 900 × 600
Woodlands checkpoint approach at dusk

A cross-border rail link between Woodlands North and Bukit Chagar in Johor Bahru is expected to open shortly, reducing a journey that regularly takes hours at peak to a matter of minutes. When it does, the sensible pattern will be a chauffeur to Woodlands North and the train across. Confirm the current position with dispatch, since the opening date has moved more than once.

Ports, venues and the places people actually go.

Distances here are short enough that hourly hire frequently beats a set of separate transfers, particularly on a day with more than two stops.

Which car, for Singapore.

Capacity here means what the vehicle carries loaded, not what the specification sheet claims. Full-size cases mean taking the class above.

Vehicle classes available in Singapore. Models vary by operator and are always equivalent or better than the examples shown.

Because journeys here are short, the temptation is to book the largest vehicle for a group and be done with it. It is usually worth checking anyway. Multi-storey drop-off points at several hotels and office towers have height restrictions that a full-size van will not clear, and the operator will know which ones before you arrive at the barrier.

What the Singapore price contains.

No meter, and none of the four surcharges that make a taxi fare here difficult to predict in advance.

Road pricing charges
Every charging point on your route is counted when the fare is produced, at whatever the current quarterly rate happens to be.
No airport surcharge
Taxi and app fares add a surcharge on every trip originating at Changi. A quoted class price does not.
No peak or midnight surcharge
The two surcharges that catch out arriving passengers most often, since long-haul flights land at the times both apply.
Gratuity is yours to decide
Your chauffeur agreed what this journey pays before accepting it, so nothing depends on it. Tipping is not customary here, and declining at payment is a visible option.
An hour of waiting after landing
Sixty minutes from wheels-down, measured against the aircraft. Fifteen minutes at any pickup that is not an airport.
Child seats, fitted in advance
Requested at booking so the operator installs them before your flight lands, rather than hoping the vehicle that arrives happens to carry one.
Flight tracking and free cancellation
The pickup follows the aircraft at no cost. Transfers cancel or change free up to an hour before, hourly bookings twenty-four hours before.
A licensed local operator
Every vehicle is run by an operator licensed for private hire, with drivers holding the vocational licence required for this work and insurance verified before they can accept a booking.

When you should not book us.

Singapore has the best alternatives to a chauffeur of any city on this site. It is not close, and saying otherwise would be transparently false to anyone who has been here.

The MRT is fast, clean, cheap and reaches nearly everywhere, including Changi. Taxis are metered honestly, plentiful and inexpensive by the standards of any comparable city, with a run from the airport to the centre typically costing a fraction of what the same journey costs in London or New York. The ride-hailing apps work well. For one or two people with ordinary luggage travelling between two ordinary places, all three beat booking a car in advance, and we would rather you knew that from us.

The case for a chauffeur is narrower here and rests on specific circumstances: a group of five or more arriving together, a family needing child seats fitted before landing, a day with four or five stops where the alternative is repeatedly re-hailing, a corporate travel policy that requires a named driver and a tracked journey, an arrival in the middle of the night when surcharges stack, a departure during the race weekend when half the bay is closed, or luggage that will not go up an escalator. Outside those, take the train.

Singapore questions.

Anything not covered below, the desk is staffed at every hour on +1 888 881 7933, or write to support@rydes.co.

Which terminal will I land at Changi?

One of four. Terminals 1, 2 and 3 form a connected complex with Jewel at the centre, linked by Skytrain and walkways. Terminal 4 is a separate building to the south, reached only by shuttle bus, which matters most for departures and for connections rather than for arrivals. Give us the flight number and the terminal is resolved without you having to check.

Where does my chauffeur meet me?

At the arrivals pickup point for your terminal, having tracked the aircraft in. The chauffeur calls as you come through and walks you to the car. Meet and greet inside the arrivals hall with a name board is a paid add-on, which is useful with a family or a large party but is not needed as often at Changi as it is at less straightforward airports.

Can you drive me to Johor Bahru or Malaysia?

No, and any operator who says otherwise is not being straight with you. Cross-border road transport is separately licensed, and only Singapore taxis and Malaysian taxis holding an ASEAN Public Service Vehicle Permit may carry passengers across. A Singapore private hire car may not. What we can do is take you to the Woodlands or Tuas checkpoint and sequence a handover to a licensed cross-border service.

What about the new rail link to Johor Bahru?

A cross-border link between Woodlands North and Bukit Chagar is expected to open shortly and will reduce a crossing that regularly takes hours at peak to roughly five minutes. Once it is running, a chauffeur to Woodlands North and the train across will be the sensible pattern for most people. The opening date has moved more than once, so check the current position with dispatch.

Is a taxi cheaper than booking a chauffeur here?

Often, yes, and we are not going to pretend otherwise. Singapore taxis are metered honestly and are inexpensive compared with equivalent cities. What a meter cannot do is tell you the price in advance, and here it carries several surcharges at once: one on any trip originating at the airport, one at peak hours and one after midnight. Those cluster precisely around the times long-haul flights arrive.

What is ERP and will I be charged for it?

Electronic Road Pricing charges vehicles for using certain roads at certain times, with rates varying by location, direction and hour, and reviewed quarterly. There is no charge on Sundays or public holidays. On a RYDES booking every charging point on your route is counted when the fare is calculated, so nothing is added afterwards. On a metered journey the charges accumulate as you travel.

What is changing about ERP?

The overhead gantries are being replaced by a satellite-based system that uses an On-Board Unit in each vehicle to determine position and charge accordingly. By early 2026 around ninety-three per cent of vehicles had been fitted, inactive gantries were being removed, and blue road markings had started appearing to indicate charging zones. Full transition is scheduled for the beginning of 2027. None of it changes what a passenger pays on a fixed-price booking.

Are your Singapore chauffeurs licensed?

Yes. Every vehicle is operated by a company licensed for private hire and every driver holds the vocational licence the Land Transport Authority requires for this category of work. Licensing and insurance are verified before an operator can accept bookings rather than checked journey by journey.

How is private hire different from a taxi?

They are separate regulated categories with separate vocational licences. A taxi may be flagged down in the street and may take passengers from ranks. A private hire car may do neither and must be booked in advance. In exchange a booking carries an agreed price, a named chauffeur, a chosen vehicle class and none of the surcharges a meter applies.

How long does Changi to the city take?

Twenty to thirty minutes to Marina Bay outside peak hours, and thirty to forty-five within them. Orchard runs slightly longer. The island is only about fifty kilometres end to end, so even the longest domestic journey, out to Tuas, rarely exceeds seventy-five minutes.

What happens during the Formula One weekend?

A substantial part of the central business district is closed to traffic for more than a week, with closures building and lifting in stages rather than all at once. Journeys across the bay take considerably longer and some addresses become unreachable by car at certain hours. Book earlier than usual during this period and take the operator's advice on timing, which will be better than a mapping app's.

Can you collect from Seletar?

Yes. Seletar handles most business and private aviation here, along with a small number of turboprop services to Malaysia. Give the tail number and the handling agent rather than only the airport, because access is managed carefully and a vehicle cannot simply present itself at a gate. The operator arranges clearance in advance where the facility permits.

How much waiting time is included?

Sixty free minutes, timed from touchdown rather than from your printed arrival slot, which is enough to absorb passport control and the belt. Fifteen minutes applies anywhere that is not an airport. Once the free period expires, billing proceeds in fifteen-minute units priced to your class, and you hear about it before the meter conceptually starts.

Do you provide child seats?

Yes, requested at booking so the operator fits them before your flight lands. Infant, toddler and booster stages are available and each fitted seat uses one passenger position. This is one of the clearer reasons to book rather than join the taxi queue, where finding a vehicle with a suitable seat is not something you can rely on.

Would the MRT be better?

For a lot of journeys, honestly, yes. The network is fast, inexpensive and reaches Changi directly, and for one or two people with ordinary luggage it will usually beat a car on cost and often on time. A chauffeur earns its price with a group, with a family needing seats fitted, on a day with several stops, during the race weekend, or arriving at an hour when surcharges stack on every alternative.

Can I book a car by the hour?

Yes, with a two-hour minimum in half-hour increments and mileage pooled across the booking. Because distances here are short, hourly hire is unusually good value: a day of four or five meetings often costs less held as one booking than it does as five separate transfers, and nobody spends the day re-hailing between appointments.

How far ahead should I book?

Give the operator three hours if you can, since that is roughly what allocating a car and briefing its driver takes. We accept reservations twelve months out. Race weekend, the large Expo and Marina Bay Sands trade shows, and the period surrounding Chinese New Year all exhaust the available fleet long before anything happens to pricing.

What if my flight is delayed or diverted?

We follow the aeroplane, so lateness rearranges the collection by itself and adds nothing to the bill, with your free period commencing at touchdown. A diversion out of Changi usually means Kuala Lumpur or Jakarta, which puts you in another country rather than another terminal, so this is handled person to person. Reach the desk at any hour on +1 888 881 7933.
