A Beijing chauffeur service is a car and driver reserved ahead at a fixed price and run by an operator licensed by the Beijing Municipal Commission of Transport, the city transport authority. Mainland law allows a pre-arranged car and driver two routes to legality. One is online car-hailing, where the platform holds an operating licence, each vehicle an online car-hailing transport certificate and each driver a driver certificate, all issued under the Ministry of Transport's Interim Measures (amended 2022). The other is charter passenger transport, run under a road transport operating licence and marked with a charter sign. Car-rental companies are not permitted to supply a driver along with the vehicle (Ministry of Transport rules, 2021). Every RYDES trip in mainland China is carried out by an operator licensed by the city transport authority, with a certified vehicle and driver, whether it is a Beijing airport transfer, an hourly car service or a black car to a CBD board meeting.
Two things make that matter more in Beijing than elsewhere. The airports sit a long way apart, Capital in the north-east and Daxing beyond the southern edge of the city, so the wrong guess about which one you need costs an hour. And the city restricts cars by plate: vehicles registered outside Beijing need a permit to enter the 6th Ring Road, and inside the 5th Ring Road weekday traffic is rationed by the last digit of the number plate. A reserved Beijing car service uses a locally plated car whose operator plans around those rules, quotes once in advance, and includes the tolls, the airport charges and VAT at 9 percent.
The same booking reaches beyond the airports. A private driver for a day of meetings between Guomao, Financial Street and Zhongguancun, a railway station transfer to Beijing South or Fengtai, cars to the Great Wall and Yanqi Lake, and fixed airport routes such as PEK to Wangfujing and PKX to Guomao. For teams visiting every month, corporate travel in Beijing puts billing and traveller reporting on one account, and the taxi alternative page shows honestly where a metered cab or the airport train is the better buy.
