Licence, VAT and road charges.
Munich has no congestion charge and German motorways carry no car toll. What shapes a fare here is the type of licence the car runs under, the VAT rate that comes with it, and the airport's charges for time at the kerb.
A pre-booked chauffeur car in Germany is a Mietwagen, licensed under section 49(4) of the Personenbeförderungsgesetz (PBefG). In Munich the licence comes from the Kreisverwaltungsreferat. The rules are strict: bookings must be received at the operator's business seat, the car cannot be stopped from the pavement or stand at a taxi rank, and after each trip it must return to its base unless the next booking has already arrived, the Rückkehrpflicht. Drivers hold the Fahrerlaubnis zur Fahrgastbeförderung, the passenger transport permit known as the P-Schein; since 2021 new applicants prove professional competence rather than local street knowledge. For you this means every ride is booked ahead at a price agreed in advance, the chauffeur is coming for you by name, and a RYDES car is never something you find on the street. RYDES arranges the journey and the licensed chauffeur operator carries it out.
Licensing also sets the tax. Munich taxis charge the reduced 7 percent VAT rate, which helps on short city fares. Mietwagen, and so every RYDES chauffeur car, charge the standard 19 percent, as the Federal Fiscal Court (BFH) confirmed in 2014. That 19 percent is already inside every RYDES quote. Road charges are simpler: the Umweltzone covers the Mittlerer Ring and everything inside it, requires a green sticker and bars diesel cars of Euro 4 and older, with a €100 fine. RYDES operators' cars carry the green sticker. On runs into Austria the vignette, and any section toll such as the A13 Brenner, is part of the fare.
The city's fares for Mietwagen are in dispute. On 28 April 2026 a city committee decided minimum fares for Mietwagen from 1 July 2026, and the same decision put the taxi tariff at €5.90 plus €2.70 per km and cut the fixed taxi fare between the airport and Hauptbahnhof from €106 to €96. Around 8 October 2026 the Verwaltungsgericht München, the Munich Administrative Court, granted five urgent applications and suspended the minimums for the applicants, finding the order likely unlawful. In short, a minimum fare introduced in July 2026 was suspended by the court in October 2026; litigation is ongoing, and the city can appeal. A RYDES quote is fixed in advance either way.
The route is the operator's decision, not yours. A chauffeur heading for Bogenhausen may leave the A9 for the A99 and come in from the east, while one bound for the Altstadt stays on the A9 and the Mittlerer Ring. The full side-by-side comparison is on Munich taxi versus chauffeur.
