Tax, the licence and the road.
Germany has no Autobahn toll for cars and no congestion charge, and Düsseldorf is no exception. What shapes a fare here is VAT, the airport's own parking rules and the licence the car runs under.
Düsseldorf has had a low-emission zone, the Umweltzone, since 2009, and only cars with a green sticker have been allowed in since July 2014. Driving in without one costs €100. There is no diesel ban. Every car a RYDES operator sends carries the green sticker, so the zone never affects your route or your price.
Taxis in Germany charge the reduced 7 percent VAT rate, which helps a short taxi fare. A chauffeur car is a Mietwagen, and Mietwagen pay the standard 19 percent, a position the Federal Fiscal Court (Bundesfinanzhof) confirmed in 2014. That 19 percent is already counted in every RYDES quote. So are the Kiss & Fly or P12 charges at DUS when a chauffeur collects you.
The licence explains why a RYDES car behaves differently from a taxi. Under section 49(4) of the Personenbeförderungsgesetz, a Mietwagen may only take bookings received at the operator's business seat. It cannot be flagged down, may not wait at taxi ranks, and must return to its base after each trip unless the next booking is already in, a rule called the Rückkehrpflicht. The City of Düsseldorf issues and withdraws these permits, and every driver holds the Fahrerlaubnis zur Fahrgastbeförderung, the passenger transport permit known as the P-Schein; since 2021 new applicants prove professional competence rather than local street knowledge. For you, that means every ride is pre-booked at a fixed price, the chauffeur is coming for you by name, and you will not find a RYDES car on the street. RYDES arranges the booking and the licensed chauffeur operator carries out the journey.
The city enforces the rules. It revoked 77 Mietwagen permits in 2023, and in 2024 the Düsseldorf Administrative Court (Verwaltungsgericht Düsseldorf) upheld the revocation of 47 more after the operators concerned refused inspections. Düsseldorf has no Mietwagen minimum fare, so a chauffeur price here is set by the operator rather than by a floor tied to the taxi tariff.
Routing on fair days is where an operator earns the fare. A chauffeur bound for the Messe in MEDICA week picks the approach by the hall you need, and that choice never changes what you agreed. The fuller comparison with a metered fare is on Düsseldorf taxi versus chauffeur.
